Revised Rule Reference is done

The old rules reference document had a lot of problems including being cluttered, hard to read, and out of date.

There's now a shiny new one that looks a lot better and does a better job of conveying the move information succinctly -- though it also spurred a few minor changes to the moves that will be updated in the next main release.
